Millions Are Available Today Through Qualified Zone Academy Bonds (QZABs)

The Administration's FY2001 School Modernization Package includes an expansion of the QZAB program to $2.4 billion in bond authority over 2 years. Currently QZABs are limited to repair or renovation projects and the FY2001 proposal also seeks to allow QZABs to be used for new construction. QZABs, created in 1997, are targeted to assist with school renovations in high-poverty areas such as Empowerment Zones/Enterprise Communities (EZ/EC) or schools with 35% of its students eligible for free and reduced priced lunch. $400 million in bonding authority was initially provided in both FY1998 and FY1999.
