The very Basics:

1. QZABs are no, or very LOW, interest rate loans.

2. The lender receives a tax-credit instead of an interest check from the borrowing school district.

3. Several steps are required to comply with the Federal Regulations--which were recently updated (12/06).

4. Of the regulations, the 10% contribution is the most difficult to step in the process. (There are sites out there that PROMISE a FREE 10% match --to date, we've found none -- most have hidden fees--make sure you ASK--YOU CAN NOT PAY FOR A CONTRIBUTION. EVEN A "set up" fees WILL cause the district future problems.) Ask a good QZAB bond attorney!

5. Each state has a different process for obtaining a QZAB allocation--("allocation" means permission to issue.)

6. The best way to consider QZABs is to think of them as the standard way of borrowing in your state, with the added layer of QZAB regulations AFTER all other normal bond (or lease) steps have been completed.
